The public not-for-profit organization Russian Ecological Operator was established by the Decree of the President of the Russian Federation dated January 14, 2019. The key task of REO is the formation of an integrated system for the management of municipal solid waste (MSW) in Russia. According to the national project Ecology, this is necessary in order to reduce the volume of MSW burial and thereby reduce the environmental burden on the population. The goal by 2030 is to sort 100% of MSW and reduce MSW sent to landfills by 50%. Achieving these goals is not possible without building a circular economy. Therefore, the tasks of REO include creating a recycling system, using raw materials in the manufacture of new products and energy production, and the stimulation of investment activity in the field of waste management.
