The Regulation on the Quality Control of Methodologies determines the procedure for assessing the quality of ACRA’s credit rating methodologies, as well as the procedure for preparing and reviewing assessment reports and sending them to the Bank of Russia. Quality is assessed when new methodologies are being developed, in the event of substantial change to existing methodologies, and in other cases established by the law. Quality is assessed based on a wide range of quantitative and qualitative tests. ACRA assesses quality at two stages: 1) methodology development stage; 2) post-development, but prior to approval of the methodology by the Methodology Committee (validation stage).
